IC 8-1-2-128 · IURC asset management reporting
Is your system map ready for your next IURC report?
Every Indiana water and wastewater utility outside IURC rate regulation now reports on its asset management program every four years. The technical section starts with your map. We build the field-verified map and asset inventory that answers it.
What the law requires
A report to the IURC every four years
House Enrolled Act 1459 (2025) added IC 8-1-2-128. It applies to Indiana water and wastewater utilities that are not under the IURC's jurisdiction for rates: municipally owned utilities, not-for-profit and cooperative utilities, conservancy districts and regional water districts. Regional wastewater districts are exempt.
Each utility reports the status of its asset management program through an online IURC questionnaire. Reports are measured against the Indiana Finance Authority's asset management program guidelines, the same ones used for State Revolving Fund loans.
The first cycle (2026–2029) records where each utility stands today. Later cycles look for improvement in the plan, how it is carried out and how it is kept up.
First reporting cycle
| Utility | Due |
|---|---|
| Water, legal names A–L | July 1, 2026 |
| Water, legal names M–Z | July 1, 2027 |
| Wastewater, legal names A–L | July 1, 2028 |
| Wastewater, legal names M–Z | July 1, 2029 |
Dates from IURC General Administrative Order 2025-03. Confirm your utility's date with the IURC Water/Wastewater Division.
The map comes first
What the report asks about your system
The IURC questionnaire's technical section opens with your system map and asset inventory: whether you have a GIS, and when your map was last updated. The IFA asset management checklist starts with a system map that shows:
If your map is on paper, in one person's memory, or hasn't been updated in years, that is the gap to close before your next report.
How we help
The field work behind your map and inventory
Field-verified lines
Active electromagnetic tracing of conductive water mains and services, logged to the ASCE 38-22 attribute matrix at Quality Level B.
GPS asset inventory
RTK GPS capture of valves, hydrants, manholes, curb stops, meter pits and other structures, with size, type, condition notes and photos.
A digital map you own
Delivered in Diamond Maps under your utility's own account, or as shapefiles, KMZ and CSV for your existing GIS and your consulting engineer.
Built for small systems
Map it once, use it for years
Phase it
Start with critical assets and add areas each year. IFA guidance expects an inventory to grow over time, and later report cycles look for that progress.
Use it twice
The same map and inventory support State Revolving Fund applications, which already require a system map and an inventory of system assets.
Keep it current
Valve exercising, hydrant flushing and work orders can be tracked against each mapped asset, so the map stays up to date between reports.
Know the limits
Non-metallic pipe without tracer wire can't be traced electromagnetically. We flag those runs and still capture every surface feature.
Common questions
Before you file
Do we need a written asset management plan to comply in the first cycle?
No. Per the IURC, the only deficiency in the first cycle is failing to submit the report. The first cycle records where your program stands. Later cycles look for improvement, so a better map now puts you in a stronger position for the next one.
Do you write our asset management plan or file the IURC report?
No. We collect field data and build the map and inventory. Your utility files the report, and your consulting engineer or staff prepares the plan. We work alongside both.
We already have a GIS. Can you add to it?
Yes. We deliver in standard formats (shapefile, geodatabase, KMZ, CSV) that drop into the system you already use.
Does this help with State Revolving Fund loans?
SRF borrowers must certify an asset management program that includes a system map and an inventory of system assets. The same field data serves both.
